The Hong Kong Sixes is set to return for the first time since 2017. As many as 12 teams will participate in the three-day event, which is set to begin on November 1 and will reach its conclusion on November 3. All 29 matches will be played at the Mission Road ground, Mong Kok, Hong Kong. South Africa are the defending champions, having won the tournament on five occasions.

The 12 teams have been divided into four pools:
Pool A: South Africa, New Zealand, Hong Kong
Pool B: Australia, England, Nepal
Pool C: India, Pakistan, UAE
Pool D: Sri Lanka, Bangladesh, Oman
