From the start of all T20s, there have been many instances where ball-by-ball data wasn't available to us. So, only T20s since 2015 have been considered.
In this time frame, Chris Gayle has played out ten maidens, the most among all batters (where the batter has batted all six balls of an over without scoring a run).
Second on the list is KL Rahul, with six. All his six have been first over maidens. In this period, his six first-over maidens are the most for a batter in all T20s.

In IPL 2020, among batters who had scored more than 100 runs in the first six overs, only two batters had a strike rate of over 150, and both were Indians. Manish Pandey, with a strike rate of 156 and Suryakumar Yadav (155.2).
In the 2021 edition, there were three batters with a strike rate above 150, two overseas and one Indian. Evin Lewis led the list with 134 runs at a strike rate of 174, followed by Prithvi Shaw with 353 runs at a strike rate of 171.4. Jonny Bairstow, at third, scored 149 runs at a strike rate of 167.4.
In the 2022 edition, there were four batters with strike rates above 150, three overseas and one Indian. Bairstow was at the top with 181 runs at a strike rate of 170.8, followed by Moeen Ali (111 at 165.7) and David Warner (225 at 154.1). Shaw, though, was the only Indian on this list (217 at 150.7).

In the IPL, among batters who have scored 500+ runs in their first ten balls, only two batters have a strike rate of 150+, and both play for Kolkata Knight Riders now.
Sunil Narine has scored 742 runs at a strike rate of 152.4, the highest among all batters. Andre Russell is next in line with 1055 runs at 155.2. In terms of sixes, Kieron Pollard has hit 101 sixes in his first ten balls, the most followed closely by Russell (82).
Among Indians, Virender Sehwag has the best strike rate. He has scored 1155 runs at a strike rate of 141.4.
To answer your other question on overseas spinners making IPL debut before international. Apart from Tabraiz Shamsi, Sandeep Lamichhane is another bowler who made his IPL debut first (May 2018) and then his international debut (Aug 2018).

In the IPL since 2020, among Indian bowlers who have bowled 20+ overs in this phase, Mohammad Shami has a bowling strike rate of 8.8 in the last five overs (35 wickets), but has an economy of 10.8.
Talking about the economy, Ravi Bishnoi leads the list with 7.5 in 25.3 overs. Jasprit Bumrah has an economy of 7.7 after bowling 70+ overs.
In this period, only four Indian bowlers have an economy of less than nine and a strike rate of less than 15. Two are spinners, Bishnoi and Yuzvendra Chahal, and the other two pacers, Bumrah and Arshdeep Singh.
